The ALC Chapter is responsible for adding new members to that ALC Chapters.
Based on the interest of volunteer, an existing chapter member can initiate the Vote internally among the existing chapter members (keeping the private list - private@community.apache.org in CC) to invite the new chapter member.
Once the vote is passed, the updates can be shared on dev@community.apache.org list.
The Confluence ID detail can be shared on the dev list, as the respective edit rights can be given to the new chapter member.
