Tika release process

Before the release

Change ossindex-maven-plugin in tika-parent's pom.xml to fail the build if there are any vulnerable dependencies.

Run Consider running mvn versions:display-plugin-updates and mvn versions:display-dependency-updates to identify any updates that need to be made.
