Virtual Bundle Lifecycle

In an effort to minimize the impact to the framework, the lifecycle handling for virtual bundles has been kept purposely simplistic. There was a conscious decision to avoid making the framework responsible for reifying the relationship between a virtual bundle and its manager; instead, this is solely the manager's responsibility. This does have some have some potential ramifications on issues like ordering, which will be discussed in this section along with other lifecycle-related issues.
