If you already have ASF JIRA account send out an introduction email to the project's dev mailing list (at first: subscribe) with a request for contributors permissions. Committers PMCs should handle this request and grant contributor access to a new community member.

If you do not have ASF JIRA account, mention this in the introduction email along with to the project dev mailing list (at first: subscribe) along with new Jira preferable username and one of the PMC members will , and your full display name (if differs from email signature). It's better to use personal (not corporate) emails to send such requests.Оne of the PMC should handle this request and create the account for you and provide permissions.
