ALC <chapter-name>.

Before starting the official vote thread in ComDev PMC to get approval
for establishing ALC <chapter-name>.
We would like to get your acknowledgment/confirmation on the following:

1.) Looking at ALC establishment request mail, we are planning to
propose "<person-who-initiated-the-mail-to-establish-new-ALC>" as ALC <chapter-name> Chapter Lead.
If anyone else is interested in the Chapter Lead role, please feel
free to let us know, will have a separate discussion on it.
