$ mkdir -p repos/dist/dev/incubator/netbeans
$ cd repos/dist/dev/incubator/netbeans
$ svn checkout https://dist.apache.org/repos/dist/dev/incubator/netbeans
Add the candidate, and svn add&svn commit.
