Draft Charter for Tuscany

Charter

The Apache Tuscany project is responsible for creating a runtime environment based on the Service Component Architecture (SCA). It implements relevant open standards including, but not limited to, the standards defined by the OASIS OpenCSA member section, and related technologies.
