1. A (P)PMC member starts a [DISCUSS] thread on the private@ list explaining why you want to elect someone, based on their merit, activity and involvement of a contributor.
    
2. If there's no opposition, the (P)PMC member starts a [VOTE] thread on the private@ mailing list to turn the contributor into a committer and/or a (P)PMC member. Make sure to specify which role you want to elect the people for. (Example text etc to come.)
   
   
3. After at least 72 hours, tally the vote with a [VOTE][RESULT| message. (Example text etc to come.)
   
   
4. Send invitation to the committer, to invite them to be a committer. Example invitations:

5. An account needs to be created (by a mentor or PMC member, not a PPMC member – not enough) for the new committer, if they accept the invitation that was sent: https://whimsy.apache.org/officers/acreq
   
   
6. Once created, the new user can then be added as a committer and/or PPMC member at https://whimsy.apache.org/roster/ppmc/netbeans.
   
   
7. In parallel, send the [NOTICE] to Incubator PMC and wait 72 hours. (Example text etc to come.)
   
   
8. Then add the PPMC member at https://whimsy.apache.org/roster/ppmc/netbeans and optionally announce on the dev list. (Example text etc to come.)
   
   
9. And subscribe them or have them subscribed at the private mailing list.
   
   
10. Announce them on the dev mailing list and ask them to introduce themselves.
