Motivation
TopicCommand The delete-config command in TopicCommand is currently a no-op, so we should deprecate it in 3.9 and then remove it completely in 4.0and we plan to remove it entirely in a future major release.
To avoid user confusion, we should first deprecate it.
Public Interfaces
No new interfaces or changes to the behavior of existing interfaces will be introduced in this KIP.

We propoes to deprecate the field deleteConfigOpt of TopicCommand,so we can with the plan to remove it in version 5.0 in a future major release.

When the user uses this command, it should show an alert to the user that the command will be removed in the future.
