This page and its children contain guidelines for development contributions to the Apache VCL project.  The first thing anyone interested in participating in Apache VCL development should do is read the Apache Contributor Guide.

There are some guidelines which all Apache projects have to follow but it is up to the community do determine how it operates.  All community guidelines are proposed and discussed by the development community using the project's dev@vcl.apache.org list.
