This is a draft.  It is intended as a place for moderators and the community to work to define what is acceptable behavior and what is not on our mailing lists, and to think about ways to communicate those desired behaviors.  We are still awaiting the completion of the CoC.  This document should, with time, be aligned to that CoC.

Moderation is intended to improve the ability of the participants of the diversity lists to hear from as many participants as possible without preventing anyone from having their say. To that end, these guidelines should be considered a success if applying them results in more people willing to participate in discussions even if a some individuals are asked to hold back. Moderation fails if it is used to silence any person or point of view that is relevant to the topics for the diversity mailing list. Suggestions for improving these guidelines are welcome.

Moderation should be about behaviors and not about relationships.  As far as possible, we should document the behaviors we expect on our lists and the moderation responses participants can expect to see.  There are no "bad people", just "undesired behaviors"
