Moderation should be about behaviors and not about relationships.  As far as possible, we should document the behaviors we expect on our lists and the moderation responses participants can expect to see.  There are no "bad people", just "undesired behaviors"

Comment can reasonably be expected to provoke an angry response from a significant portion of the people on the list. Help all participants collaborate in a constructive manner, while still allowing substantive disagreement.

Comment reveals private information in a more public forum than it was originally shared.Make it possible for participants to share information in private that needs to be kept private, without putting that information at risk of exposure.
