Should be issued by admin clients or brokers. The controller broker will serve this request. As a part of the change, the admin client will start to use DescribeTopicRequest

to query the topic, instead of using the metadata requests.

On the other hand, the TopicPartitionInfo will also updated to include the ELR info.
