Add a new tagged field, TransactionLastUpdateTimeMs to DescribeTransactionsResponse.

Broker will populate this field from txnLastUpdateTimeMs from TransactionStatetxnLastUpdateTime contained at TransactionMetadata. This field is updated at the broker every time of the transaction's state changes.
