The metadata repository that is used to create a metadata entity or a relationship is called the home metadata repository for the entity/relationship.   This means it has the master copy of that metadata and all updates to it should be done through this repository.  So part of the responsibility of the OMRS is to ensure updates happen in the home metadata repository.   However, whenever this metadata repository changes its home metadata, it also sends an OMRS event to the OMRS Topic describing the change.  All other open metadata repositories in the open metadata repository clustercohort are subscribed to the OMRS Topic and are notified when an OMRS event is posted.   The other repositories can use the event to maintain a reference copy of this metadata entity/relationship in their repository.  When they receive the event about the metadata change - whether they are maintaining a reference copy of not, they send a confirming event on the OMRS Topic.

Figure 1 shows how events flow between metadata repositories within a an open metadata repository clustercohort.  The components on the left of the OMRS Topic show the behaviour of an open metadata repository sending notifications and receiving acknowledgements, and the components on the right show the behaviour of an open metadata repository receiving notifications about another repository's metadata.   The numbers on the diagram refer to the notes below Figure 1.
