This report analyses more than twenty years of Incubator activity to understand the health of the ASF governance ecosystem that supports incubation. It focuses only on Incubator-level oversight patterns and does not imply any role in Foundation-wide governance, which remains the responsibility of ASF Members and PMCs. Early Incubator patterns reflect the natural evolution of a young program, and this report does not evaluate past decisions against modern expectations. All findings are descriptive, based on long-term data, and focus on structural and behavioural patterns rather than individual actions.
1. Mentor Ecosystem: Strong Long-Term Continuity
Across the dataset, long-tenure mentors appear consistently in every era. A relatively small group of experienced mentors has supported a large proportion of podlings over two decades. Their activity level is stable, and there is no sign of decline in this senior governance layer.
Conclusion: The Incubator maintains a strong, reliable backbone of long-tenured mentors whose participation has remained steady over time.
2. Oversight Participation: Stable at the Senior and Entry Levels
Oversight participation refers to contributors who take part in release-vote discussions or other governance-related threads, regardless of whether they cast a binding vote. This is the broadest and most stable measure of ASF-level engagement during incubation.
Key observations:
- New participants appear every year at stable or increasing rates when normalised by podling count.
- Long-tenure participants remain active and continue to anchor ASF-level oversight.
- When normalised for the number of active podlings, overall oversight participation remains stable across decades.
While absolute participation decreases during years with fewer podlings, normalised levels remain steady, indicating stable oversight relative to program size. This demonstrates that governance engagement at both the entry and senior layers remains strong.
3. Medium-Tenure Oversight Weakness: A Real but Manageable Renewal Pressure
The only layer that shows measurable thinning in modern years is the medium-tenure contributor group: participants who return periodically but have not yet accumulated years of sustained involvement.
Evidence of medium-layer volatility
- This group shows the highest year-to-year variability.
- Participation dips significantly when the Incubator has fewer active podlings.
- Recovery is slower in low-throughput periods.
- The medium layer consistently correlates with podling population and release volume.
Interpretation across eras
The medium-tenure layer is the primary driver of renewal pressure. In the early years of the Incubator, this layer fluctuated for a variety of reasons, including the absence of established norms, evolving expectations, and the Incubator's ongoing formation. In the modern decade, the fluctuations align almost entirely with structural factors, primarily the reduced number of podlings and release opportunities, rather than behavioural effects.

This structure confirms that the Incubator is not only a podling pipeline but also an ecosystem for cultivating ASF governance capacity.
7. System-Level Interpretation
Structural context
Podling population has varied substantially across the Incubator's history. The Incubator had its highest podling counts around 2014–2017 and operates with roughly half as many podlings. Podling throughput determines the number of governance interactions available each year, so lower throughput naturally reduces opportunities for contributors to gain experience and move into medium-tenure roles.
Strengths
- Strong continuity in long-tenure mentors.
- Stable senior oversight activity.
- Healthy inflow of new oversight contributors.
- Earlier releases and earlier governance additions in podlings.

- Mentor training program.
- Scenario-based guidance and decision-pattern documentation.
- Explicit documentation of cultural knowledge.
- Improved onboarding materials for both mentors and podlings.
- Clearer expectations about releases and governance.
- Earlier intervention guidance based on observable milestone patterns.
These initiatives strengthen the renewal pipeline and support long-term sustainability.
