Motivation

This KIP want to standardize the naming format of Kafka metrics by updating the `org.apache.kafka.server:type=AssignmentsManager` 
metric to align with the convention used by other Kafka metrics which are the `kafka.<COMPONENT>` format. This change will improve 
the uniformity metric naming.

Proposed Changes

Rename the `org.apache.kafka.server:type=AssignmentsManager` metric to `kafka.server:type=AssignmentsManager`. This change will impact external 
monitoring systems that rely on this metric, and corresponding modifications will be needed to support the new name.

Compatibility, Deprecation, and Migration Plan

1. Add new warn log which is "org.apache.kafka.server:type=AssignmentsManager will be deprecated in the future, it will rename to 
kafka.server:type=AssignmentsManager" in `AssignmentsManager#metricName` method.
2. In the next major release, we will update `AssignmentsManager#metricName` method to return `kafka.server:type=AssignmentsManager`.
