How to Use This Guide

This guide offers patterns and signals that may help mentors and podlings reflect on governance development. It is not an assessment tool. Each podling evolves differently, and the value of the guide lies in assisting communities to notice trends, ask questions, and identify areas where additional attention may be helpful.


1. Method and Data Foundations

1.1 Source data

All analysis is based on objective records taken from public ASF mailing lists (downloaded podling mboxes) and the Incubator's podlings.xml metadata file. Only public mailing lists were used. Private mail lists, off-list communication and informal coordination are not included.

1.2 Data generation approach

The datasets were produced using Python scripts that:

No machine-learning classifiers or automated inference systems were used.

1.3 Subject-only classification

Only subject lines were analysed. Message bodies were intentionally excluded to avoid ambiguity introduced by quoted replies and to maintain consistent, efficient processing across thousands of messages.

1.4 Data scale

The dataset spans 2015 to 2025 and includes subject data from more than 150 podlings active during this period. Around 4,000 monthly dev@ mailing list mbox archives from 2015 or later were processed, resulting in more than 10,000 governance-related threads.

1.5 What governance discussions include

Governance subjects include release votes, release planning, policy or process questions, project direction, work coordination, clarifying expectations, PPMC decisions, and graduation discussions. These topics reflect how a community manages itself and shares responsibility.

1.6 Use of AI in the workflow

AI was used only to help summarise human-verified results and organise the narrative. It was not used to classify messages, detect sentiment, interpret governance intent, or generate conclusions. All findings presented in this guide were generated from or manually checked against the data.

1.7 Validation

Key statistics were checked manually by comparing per-podling counts across generated CSVs and reviewing the underlying subjects. Examples of behaviour highlighted in the guide were verified directly in the source data.

1.8 What the data cannot tell us

The data captures visible public behaviour. It cannot reveal intent, private alignment, cultural communication patterns, or internal project workflows.

1.9 Scope and limitations

Some automated noise is inevitable when classifying thousands of subject lines, but it does not materially affect the overall patterns observed. Findings should be interpreted as signals rather than judgments. Context matters. Different technology domains, contributor bases, and time zones naturally yield distinct governance rhythms.


2. Community Growth and Activity Patterns

The patterns in this section are descriptive, not prescriptive. They summarise what commonly appears in successful and struggling podlings, but are not intended as requirements.

2.1 Visibility of governance

Healthy podlings often maintain a steady level of governance activity. This does not require high volume. What matters is that governance topics appear regularly and publicly.

2.2 Quiet periods

Extended quietness in the middle or later stages of incubation often signals unclear ownership or reduced momentum. Early quietness may reflect the process of learning ASF workflows and preparing initial releases. A quiet period is a prompt for engagement rather than a prediction.

2.3 Variation between project types

Different types of projects naturally develop governance at different rhythms. Mentors may find it useful to interpret patterns with attention to project context.


3. Release and Vote Activity Patterns

3.1 Votes and consensus

Votes appear regularly in the dataset, but they account for only a small portion of governance activity. In healthy podlings, decisions are made through open discussion and lazy consensus. Votes confirm consensus when ASF policy requires them. Overuse of votes, particularly for technical or design decisions, can indicate that the community is still learning ASF decision-making norms.

3.2 Releases as a maturity indicator

Release-related subjects are strongly associated with podlings that eventually graduate. Regular release attempts help contributors build shared process knowledge and demonstrate that the community can meet ASF requirements independently.

3.3 Graduation and retirement discussions

Graduation and retirement subjects reflect decisions already shaped by the community's prior activity. The most useful signals come from the months leading into these threads rather than from the threads themselves.

Across the dataset, governance subjects consistently cluster around releases, required votes, and practical decision-making. Report-related governance remains small but steady. Release governance becomes more prominent in podlings nearing graduation. These proportions indicate that mature communities spend more time on practical project management and less on procedural discussion.

5.3 Governance evolution

Graduating podlings often show a progression toward broader participation and shared leadership. Release work becomes more routine, and decision-making becomes more community-driven. Retired podlings rarely show this progression.

5.4 Multiple graduation attempts

Some podlings revisit graduation after an earlier attempt. These cases usually follow a period of renewed activity and eventually graduate. A smaller number reach a graduation vote but later retire, typically followed by a decline in activity.

5.5 Unusual vote behaviour

Unusual uses of votes, such as voting on technical decisions or minor questions, appear in only a few podlings and tend to be historical. This is not a widespread issue. It usually reflects unfamiliarity with ASF practices or habits brought from external governance cultures. Targeted mentoring early in incubation often helps correct this before it becomes a pattern.

Mentor guidance shapes governance behaviour significantly in the early months. Encouraging open discussion and clarifying when votes are required helps podlings adopt ASF decision practices correctly. Addressing misunderstandings early can prevent governance issues from becoming established habits.

This is the first time subject-line data has been analysed across a full decade of Incubator activity, covering more than 150 podlings and around 4,000 monthly mbox archives. Several consistent patterns emerged that had not been documented before.
