Adding a new member to ALC Chapter

The ALC Chapter is the decision body for adding new members to that ALC Chapters.
Based on the interest of volunteer, an existing chapter member can initiate the Vote internally among the existing chapter members (keeping the private list - private@community.apache.org in CC) to invite the new chapter member.
Once the vote is passed, the updates can be shared on dev@community.apache.org list.
The Confluence ID detail can be shared on dev list, as the respective edit rights can be given to the new chapter member.

There is no bar of committership to be a member of an ALC Chapter.
As per the ALC guidelines, it is mandatory to have at least 1 ASF member plus 2 PMC members in the ALC Chapter team as mentioned at
https://s.apache.org/establish-alc-chapter
The rest members need not be necessarily committers, they can be non-committers.

How to change the Chapter Lead

If a Chapter wish to change their Chapter Lead for any reason, the ALC Chapter member can initiate a discussion on it internally among the existing chapter members (keeping the private list - private@community.apache.org in CC). As per the interest of volunteer, current chapter lead or existing chapter member can initiate the Vote internally among the existing chapter members to nominate new Chapter Lead.
Once the vote is passed, the updates can be shared on dev@community.apache.org list.
