TODO: answer the following request from the board

The board is concerned by the (apparently) inactive subprojects within
Axis, and in particular whether Axis still intends to maintain them.
Several have not released in many years. If there is no activity in
these, then perhaps they should be moved to the Attic
(http://attic.apache.org/).

Can you please provide the board with some detail on the level and
character of activity in these subprojects? And if they are no longer
active, please move them to the Attic.
