Committers 

"A committer is a developer that was given write access to the code repository and has a signed Contributor License Agreement (CLA) on file. They have an apache.org mail address. Not needing to depend on other people for the patches, they are actually making short-term decisions for the project. The PMC can (even tacitly) agree and approve it into permanency, or they can reject it. Remember that the PMC makes the decisions, not the individual people." – from How the ASF works

Emeritus

Emeritus is a term used to formally designate someone as no longer active, but still entitled to all of the rights and privileges of the position. These people, at some point in the past, did earn the right to be a committer and/or PMC member, but have not been active recently. If any of these people return to the project, we would be happy to welcome them back and reinstate their position.
