Baseline Upgrade to Maven 3.5.4

In March 2022, Maven committers have discussed and accepted a plan to fully upgrade all components and plugins to require at least Maven 3.5.4 at compile and runtime.

This page document the current status of the aforementioned project and the JIRA issue which moves it to Maven 3.5.4.

April update: de facto, upgrades are done to Maven 3.2.5 for now. And question is on documenting prerequisites history for each plugin
