Although the term "admin" implies a user role, it would be more flexible to make it a permission. An A user could be granted the admin permission could be assigned to any artifact, which would make the user the admin of that artifact and all the artifacts below it. If an "Admin" User Role was desired, the admin permission could be assigned to a User Role called "Admin" - and all the members of that role would become admins.
