Pre-release

Ensure the line endings are correct (svn-eof)
Confirm that the README file is up to date
Update the DIFFS or CHANGES file to reflect the changes that release has
Ensure that JIRA issues are tagged and marked correctly in the issue tracker for the particular release
Use RAT to ensure apache license is in all files
Ensure that documentation is up-to-date
Ensure the source release matches the svn tag
Ensure the hashes and signatures of the ZIPs are correct
Confirm source distribution is buildable and passes all tests
The notice file should contain the following lines ONLY:

Apache Lucene.Net
Copyright 2006-2012 The Apache Software Foundation
