This wiki page describes procedure that needs to happen in order to get new committer on board. Each Sqoop PMC member is encourage to look for new individuals that are highly involved in the project - for examples individuals that are significantly helping on mailing lists or contributing a lot of patches. Whenever PMC member have a good candidate for new committer he should send an email to PMC group to discuss that candidate outlining reasons why he should be accepted.
Example email:
Subject: [DISCUSS] New committer Jan Novak To: private@sqoop.apache.org Hi Sqoop PMC, I've noticed that Jan Novak is heavily involved in the Sqoop project
If there won't be any objections, vote thread might be kicked off. Example email:
Subject: [VOTE] New committer Jan Novak To: private@sqoop.apache.org TODO(jarcec): Fill example
